Personally I beleive my state is out of touch with reality. We got some bureaucrat sittin behind a desk that I do not believe ever saw bark on a tree. And he is the one that make up the laws.
As far as baiting, I think it is ok only under some sort of controlled enviroment and control of type of bait.
In NH it is legal only after filling out the proper Fish and Game Application and landowner signing off on it.There are some very strict restriction on the bait being used. Natural baits are fine such as ( apples, corn, etc. )
Hunting in a number of different staes as I have I would hae to say that the state that really has there act together is PA.
